CollectiveSpend is hiring a Cost Management Specialist – Capex Procurement for a project-based, full-time on-site role with our client in Abu Dhabi. In this role, you will be responsible for ensuring that all quotes for goods and services are aligned with prevailing market rates. You will validate project-related financials, support commercial evaluations, and ensure accurate and timely disbursement of payments.

This role is key in supporting the financial integrity of procurement operations by identifying commercial issues, evaluating cost impact of variation orders, and preparing commercial models that inform decision-making. You will work cross-functionally with internal departments and external suppliers to help close project accounts with precision and accountability.

Functional Responsibilities

  • Support the commercial evaluation of bids by offering insights on market pricing, commercial risks, and the financial impact of proposed contract terms

  • Identify commercial issues that may arise during project execution and evaluate their impact on budget and timelines

  • Evaluate the financial implications of variation orders and recommend opportunities for cost optimization

  • Develop commercial models to assess the cost impact of proposed project decisions and procurement strategies

  • Validate payment certificates and ensure the accurate closure of final project accounts in coordination with stakeholders

Organizational Responsibilities

Governance

  • Maintain full compliance with the department’s contracting and cost control procedures

  • Participate in regular audits of financial documentation and reporting processes

Management Reporting

  • Contribute to the preparation of timely and accurate periodic cost reports

  • Highlight any risks or non-compliance issues identified during financial assessments and project evaluations

Qualifications and Experience

Education: Bachelor’s degree in Business Administration or any relevant field

Experience: Bachelor’s degree with a minimum of 5–10 years of experience in a similar functional field (cost control, procurement finance, or Capex project management)

Skills and Competencies

  • Strong analytical and financial assessment skills

  • Proficiency in developing and applying commercial models for cost analysis

  • Deep understanding of procurement processes and project financials

  • Excellent attention to detail with a commitment to data accuracy and compliance

  • Effective cross-functional communication and stakeholder collaboration

  • Ability to manage deadlines under pressure while maintaining high-quality outputs

  • Familiarity with payment processing and project closeout financial documentation
