CollectiveSpend is hiring a Procurement Operations – Capex & OPEX Procurement for a project-based, full-time on-site role with our client in Abu Dhabi. This project is expected to last for a duration of 2 years. In this role, you will manage end-to-end sourcing and purchasing activities for capital and operational expenditure categories. You will be responsible for preparing tender documents, developing sourcing strategies, managing supplier negotiations, and overseeing the issuance of purchase orders. The role requires close collaboration with internal stakeholders to understand their requirements and ensure that procurement processes drive both cost savings and compliance. Additionally, you will contribute to the creation and management of e-catalogues and ensure timely acceptance of goods and services from suppliers.
Responsibilities
Stakeholder Engagement and Sourcing Strategy Development
- Collaborate with internal stakeholders across departments to thoroughly understand their business requirements.
- Translate these requirements into tailored sourcing strategies that align with organizational goals and procurement best practices.
Tender Management and Bid Preparation
- Oversee the preparation of qualified bidder lists and manage the end-to-end tender document creation process.
- Ensure timely issuance of tender packages to pre-approved suppliers in coordination with relevant internal sections.
Bid Opening and Technical Evaluation Support
- Facilitate the organized opening of submitted bids.
- Ensure that technical evaluations are completed by stakeholders in accordance with organizational procedures and procurement regulations.
Commercial Evaluation and Post-Tender Clarifications
- Lead the commercial evaluation process by comparing supplier proposals on financial terms.
- Coordinate with suppliers post-bid submission to clarify any commercial concerns or details.
Supplier Negotiations and Award Communication
- Conduct negotiations with shortlisted suppliers to secure the best commercial outcomes.
- Ensure that all award decisions are effectively communicated to the selected suppliers, in line with procurement procedures.
Category Analysis and Insight Generation
- Analyze spend data and supplier activity across categories to generate actionable insights.
- Finalize the current state of categories by identifying trends, risks, and optimization opportunities.
Category Strategy Finalization
- Define the current category landscape in terms of pricing trends, supplier fragmentation, KPIs, compliance, and contractual practices.
- Use feedback and technical input from end-users to strengthen category strategies and sourcing decisions.
Catalogue Development and Maintenance
- Develop and maintain detailed category catalogues that support sourcing decisions, standardize purchasing, and drive cost-effective category initiatives.
Purchase Order (PO) Issuance
- Generate and issue accurate Purchase Orders (POs) to suppliers in alignment with contractual agreements and internal controls.
Goods and Services Acceptance Coordination
- Coordinate with end users to ensure proper receipt and acceptance of goods/services against POs.
- Work closely with Finance to facilitate supplier payments after confirmation of delivery.
E-Catalogue Management
- Assist in the creation, updating, and management of e-catalogues to streamline procurement and improve transparency in supplier offerings.
Governance & Reporting
- Maintain adherence to procurement policies and procedures. Support internal audits and contribute to periodic procurement reporting.
Education and Qualifications
- Bachelor’s Degree in Business Administration or any relevant field
- Minimum 5–7 years of progressive procurement experience, with proven exposure to Capex and OPEX sourcing.
Skills & Competencies
- Strong understanding of end-to-end procurement processes and category management.
- Excellent negotiation and vendor management skills.
- High analytical capability for spend analysis, pricing trends, and supplier segmentation.
- Advanced proficiency in procurement systems, e-sourcing tools, and e-catalogue platforms.
